How to choose the right target size
Most portals and forms state a maximum file size — a job application might cap uploads at 200 KB, an exam form at 100 KB or even 50 KB. Always compress to a size below that limit, not exactly at it, since different tools round file sizes slightly differently (1 KB = 1,000 bytes in some places, 1,024 bytes in others).
For PDFs made of scanned images, most of the size comes from the embedded images — compressing those has the biggest impact. For PDFs that are mostly text, the file is often already small, and aggressive compression will do little beyond re-encoding.
